Rue died by getting stabbed by a man. Everyone called her a bird, a bird stands for freedom. Basically Katniss hears Rue screaming and while she is dying she wanted Katniss to singing her a song. Singing stands for love,life, joy, but in  her case it was love. Then, Katniss  covers her body with  flowers and a flower stands for hope. She is giving her alot of hope.
